Carlos is the starting NPC of the quest WynnExcavation Site D. He is the advisor of the king of Troms and secretly a member of WynnExcavation.

He is located in the throne room of the castle.
To get there simply walk into Troms (coming from the main entrance). Walk past the fountain and bank right up the stairs, and into the portal. The first room is the throne room with Advisor Carlos at the thrones to the left.
