Soldier is the title of two NPCs in the quest King's Recruit. The first one greets the player, Aledar, and Tasim, soon after they pass through the gate between Fruma and Wynn and advises them to get some armor from a nearby cave before allowing them to continue moving through the Ragni Outskirts, as some corrupted have broken into the area recently.
The second one seems to be the leader of a group of soldiers (also all titled "Soldier"), and orders the firing of a trebuchet to save the player, Aledar, Tasim, and Guard from a group of corrupt in the Ragni Outskirts mines.
